The Royal Navy is currently underfunded and in a state of disrepair yes, but honestly, they're the only modern navy to have any applicable combat experience at all via the Falklands. They're still the most seasoned navy in the world, even if they're a shadow behind the USN in every other metric.

Contrary to belief, the navy is in a good position. Two major submarines programs, two escort warship programs, a supercarrier program, two support ship programs etc.

Only serious deficiency is manpower, but that's reasonably fixable.
