Headspacing is not really a thing on a straight blowback gun. You only need to worry about it when you have a weapon that uses a bolt that locks into a barrel extension or whatever. On a straight blowback weapon the bolt is flush with the chamber and it doesn't lock.
Just buy a chambered 9mm barrel and you're g2g.

It's legal to manufacture a firearm so long as you are not disqualified from owning a firearm and it doesn't fall into a tax stamp category ie. a short barrel rifle or open bolt firearm. Transferring a firearm you made yourself without a manufacturing license is not advisable. It may be legal to do so in certain circumstances but you'd be begging for the ATF to come shoot you dog.

A scale model is a model. A prototype must be to test a feature of the design. For example a scale model of a TV remote made of wax or now 3d printed, is to test for the feel of a remote in the hand. A prototype must be the application of the best design in that specific aspect of the project. Back to the remote a prototype doesn't need to work, but it damn well better be well made to really get the feel.

The first prototype of a laptop could be a completely nonportable, mains powered only machine with no input mechanisms at all ans still be a prototype for a laptop. A technology demonstrator is what's called a Proof of Concept Prototype, as is the huge immovable "laptop" so long as some aspect of the end design is being demonstrated and tested.
What you're trying to limit the definition of prototype to is the subset of prototypes called Working Prototypes or Functional Prototypes.
A scale model used as you described could be a User Interface Prototype or Form Study Prototype depending on how kts used.
