Honestly both are dependent on availability of fuel. But the steam engine would be easier to maintain in a non industrialised environment. It wouldn't take long for people to start bringing back basic manufacturing processes like smelting, casting, and blacksmithing if things got really bad.

If you get boilers down pat, you can move away from pistons: nobody's going to be using all those turbo- and superchargers, they make for good small turbines.

honestly, a wood fired steam vehicle makes the most sense as gas and diesel expire and parts for ICE powered cars will be almost impossible to find or make. steam engines last forever and parts are quite simple to make on a lathe. a boiler is just a pipe and it can be made by any welder worth his salt. those huge trucks will be awesome until they break down and you cant go to autozone.

It takes a really long time for the engine to start up. Same with a gassifier but at least you can run that on regular fuel in a pinch.
