So in case of scenario where Russia would want to sell region back to Ukraine and push for some snap elections where they get puppets into local governments they would need either people who are little known to outside World, or some mass and blatant falsifications. Unless Russia wanted to let Ukraine have the region, which is very unlikely. So it would be either a local dispute - DNR supported the overthrow of Plotnitsky in LNR for instance - in which DNR Republican guard were involved (who were nominally under direct command of the prime minister), or actual Ukrainian saboteurs.
Now Ukraine is not the most competent in... anything... so I would think it's a local issue.

Russia has been cleaning house for years, getting rid of the people who were there from the beginning and know the whole truth about Russian involvement. It would be a bit inconvenient if any of them decided to start telling stories, and most of the seps aren't the type you can rely on to keep their mouths shut indefinitely, regardless of the circumstances. It's hard to get the full truth about what was happening at the border and in the disputed areas between 2014-16 when the only people who know the full truth are either dead or in Russian command/intelligence structures.
