Yeah, take it to a gunsmith, since you’re asking here you obviously don’t know how, and it’s better to pay a little bit to have one restored then try to on your own and fuck up a family members firearm. Gun smithing is fun, and I recommend you buying broken cheap guns and learning to fix them like that if you have the aptitude. That looks like a finish issue, and most likely just is. Take off the grips and soak it in mineral spirits for a few hours then use a brass brush or a rag to rub it off. If it goes beyond that I’d take it to a smith.

Pic related is what that gun is supposed to look like. Take it completely apart, clean the fuck out of it. Use metal polish to scrub that green shit off the exterior. If it passes inspection after all that it will be ugly but shootable.

*be advised that when you take off the sideplate the hand will come off with it. There is a tiny spring and plunger that live in the sideplate which tension the hand. Don't lose that shit. It's kind of a pain in the ass to get the plunger back in the hole in the sideplate without launching it so be careful when reassembling it.

That greenish-blue color suggests to me that the nickel plating has become oxidized. Pic related is nickel II oxide powder.

Fortunately cleaning off nickel corrosion is quite easy. But it's also a protective oxide layer so you might be exposing vulnerable points on it to further corrosion.

The green is oxidation of nickel. Its a plting, so if the nickel has bubbled and flaked, the finish is fucked m8.
