Considering that both the written and archaeological evidence support this, I would agree. At least throughout the Republican era and the civil war. Later Imperial legions functioned more as heavy shock infantry and the skirmisher role was delegated to the auxilia.

That is fucking retarded. Skirmishers dont hold terrain well, and the Legions sure as hell did, think Zama, Alesia, Walting Street, Catalunian plains, etc.
The point of skirmishing is to run faster than enemy units and screen them, can't do that with a big shield. He's just trying to confound the Scutum with the medieval Italian Pavise, but we know and have iconography of scutums being used actively in melee, and similar shields like the Celtic and Iberian counter parts as well as the Hellenistic Thureos were also melee weapons.
