Pretty sure in some states in the US it's illegal to refuse an order from an officer to help if they ask.
Mike The Cop actually has a pretty interesting video on it, I dont have the link onhand right now. The primary points are when you reasonably believe the cop needs assistance, when the officer specificly asks, and I cant quite remember the last part. If you do approach a LEO that needs help you shluld not come from behind, and be sure to make yourself announced that you're hwlping the officer. Combat is confusing and when plain clothes officers get shot its mlstly because they did not announce themselves.

Unless they specifically ask for help you're probably gonna end up doing more harm than good, the best thing you could do to help a cop is try to keep a crowd from getting too close and becoming a liability.

There is no reason at all you should be around a cop in a stressful situation. If you find yourself in a situation and there's an officer nearby, leave. There is literally no good to come of being there for you.
There's no reason to interact with cops at all if you can avoid it. People get busted for utter bullshit plenty.

It depends. I'm not going to run out into the open armed and in plain view of a dozen jumpy cops because I don't want to get mistaken for another gunman.
However, if I was in a position that flanked the suspect, I had a long gun, and my inaction may result in cops getting killed then I would take the shot.

absolutely not in most jurisdictions. IIRC some places do have laws along the lines of "its illegal not to help somebody if there's no reasonable risk to you" like ignoring a choking man because you're late to work so that could be an issue under the right circumstance but i seem to recall them being questioned a lot legally.

liveleak.com is your friend. Watch a few of the countless videos of woefully inept police breaking down during mildly stressful while utilizing lethal force. The average cop can't shoot for shit, is trained to NOT take initiative, and strongly incentivized to follow protocol and to protect their fellow officers at all costs. After you've watched those videos, watch a few dozen of police actively fucking with citizens who aren't breaking any laws.
If they are a good cop they might accidentally ventilate you and feel guilty afterwards. If they are a bad cop they might fuck with you because you are filming in public and don't lick their boots.
These are general problems that plague all western police forces to varying degrees. The bottom line is, they aren't there to protect you, they aren't capable of protecting you, and they sure as hell aren't going to understand your good intentions telepathically. They would also probably shoot your dog and arrest you for building a shed on your property if given half the chance.
Video related is a good example. LEOs are not a combat unit and never will be, regardless of what they internally believe. Their behavior shows this.

If so, don't draw your weapon before announcing that you're there to help. Cops are trained to shoot on sight the second they see an unknown with a gun.
Similarly, you don't pursue an active shooter if you have your gun with you; they will mistake you for the aggressor.

They can only order you to do shit, up to a certain degree. Back in the day in England that was a big thing. Peace officers would some times work alone in bum fuck no where areas, they wouldn't have any back up for a very long distance, some king fuck, ordered that people had to respond to the aid when needed.

There is one situation where I could see a civilian come in handy. The goatfucking terrorists of the last few years have liked to attack cops and others in uniform on the open street with knives, hammers, machetes, that sort of thing. Attacking alone or in pairs. I feel that in such a clear cut situation a civilian could and should step in to save the cop or soldier or whatever's life. If we stand there gaping then we are not just letting the cop down. AZ cop here, you're required to render reasonable aid if commanded to do so. You can be charged if you don't, if they really wanted to charge you which they probably wouldn't. Dumb law imo and I don't think that charge has been used often in its history.
Just be wise if you're going to step in. I had an off duty officer assist me once. He just grabbed the dude's arm and said calmly "I'm off duty ____ PD, I'll help you out." I recognized immediately that he actually was because he knew the arm bar cuffing technique. Just make your intention to help clear and don't do anything dumb. Learning 2 man cuffing techniques could also help. OCCS and arm bar are the ones we use. I would say the best thing to say is just ask "officer do you want help?" They may or may not, you don't know if he's going to slam the dude when he gets squirrelly or back up quick and tase him. Just recognize that a situation with a resisting suspect could get chaotic real quick, but I've always been thankful of those who've helped out. They get some sort of gay medal later on too if they identify themselves.
