The casualty rates for people using 9x19 was massive. People that used 9x19 tried doing everything possible to not use 9x19. They adopted full rifle rounds and intermediate rifle rounds. 9x19 was only ever acceptable by standards of not using a rifle, and people were throwing Germany a bone when they figured out a pistol that used it.

True, which is why 5.7x28mm is the patrician round of lethality. All calibers are about the same when only 1 shot hits: less than 50% lethal. But that goes up to around 90% when 2+ shots hit. Therefore, it's best to build around getting the highest number of accurate shots off.
