Stamping is one of the most difficult and expensive manufacturing processes to do on a small scale. Any minimally-competent machinist can turn out serviceable AR-15 receivers all day long on a cheap Chinese benchtop mill. Or you could spend a year tooling up, testing, and refining stamping dies and heat treatments before you manage to build a single functioning gun.
