Because everyone owns a 12 gauge which means they make a shitload of 12 gauges and 12 gauge accessories which lowers the per unit cost.
Economy of scale. Same reason AR15s are dirt fucking cheap.
20 guage is sometimes as expensive or more than 12 because of 20g scarcity.
Basically shotguns in 12Gauge calibers are the most common form of gun found in the whole world, and as this guy said the 12Ga ammo should be the most prolific and world wide spread ammo industry.
When here in Europe our grandfathers came out the rubble of the war, the shotgun was literally the only choice to spend money for as an all around gun for feeding the family and defending the propriety. There would literally be no other choice unless you were wealthy out the war.

For you that you never had a war in your home soil, for sure.
For starters, military weapons weren't as useful as a shotgun. In the EU there aren't just big fat game animals that you could shoot with a .30 caliber.
Most of the civilians were using shotguns for rabbit, and a lot of bird game, vastly more common and easier to hunt.
Then, my best guess from tell tales that military weapons were looted by criminals, partisans, or confiscated by law.
So even a milsurp could get you in trouble, and you just couldn't walk into a store for military ammo.
Some of them had luck and good eyes tho. That's an arsenal found at the home of a passed away hunter; totally unknown to even the family of the old man.

Those were strange and dangerous years. There was also a lot of political turmoil because we're the West and then, there was the Soviet Union right into Berlin.
A lot of people fancied the communism, and there also was a lot of internal terrorism due this straying political difference.
