I know a little bit about the issue and i can tell you how that's bullshit.
Files are G O N E once you've overwritten everything. It's not rocket science to figure out that if you have a hard drive and you want your files deleted so you manually free up all space and fill it with copies of a pic of ainsley harriott (or random bits, but first is funnier) thats all any intelligence service is going to find, period.
There are some portions of the hard drive which are tricky to reach, but at the end of the day it's nothing a good ol' hammer cannot fix.
A hard drive which is physically broken has never been recovered. Not even in a laboratory. Not even as a proof of concept.

1. zeros and ones aren't actually zeros and ones, just close to them. overwriting a zero to a 1 will actually be like a 0.99888 while overwriting a 1 to a 1 will be like a 0.99899
2. True random is very difficult to do in a computing context and your pics of ainsley won't pose much of a challenge as they're not even pseudorandom. If you can recover the key or recognise the pattern for the pseudorandom it's only one step more difficult.
A bit of percussive dissasembly will likely do the trick though, yeah.

Thats wayyy too complicated. We already have cameras that can look at a persons face and determine their stress levels and truthfulness via the increase in blood flow below the surface. You can look perfectly fine, stone cold look, but your blood flow will give you away.
A certain dod lab has been working on this tech to help identify sickness, and a nice surprise is that it also easily determines who’s stressed/anxious. It’s extremely good at it.

Consider that the only time your suggested method has been proven was in a laboratory with a single bit, so unless you're having a guy manually read out your hard drive you're screwed because the regular reader doesn't read these field strengths.
Oh and also you'll have to work in a clean room. And you've got a good chance of destroying your hard drive anyways.
Once something is overwritten twice it is irreversibly gone, let me stress that there has not been scientific proof that even single bits are recoverable beyond that point. It's much more likely that someone (for instance facebook, google and your provider) records your entire internet history which get sold for 50 $ to anyone who wants to know them.
And in the end: Just use a fucking hammer.

IIRC the problem is trying to focus the plasma into a single bolt or beam instead of making what is basically a high tech flamethrower, and of course the power source would be ridiculously expensive and relatively weak for what it is.
