I want to build flakturn in case of post-collapse survival scenario, can anyone estabilish possible costs to build it? + including to hire construction company etc.
You just need enough money to buy all the rebar and concrete and a hire a few thousand workers to throw it all together. It couldn't possibly cost more than all the money.

I read they were there, so one could build a platform and actual scaffolding on it to repair damages after an air raid. Like if a bomb made a hole in one of the gun emplacements.

I'd add bullet-resistant ball turrets (think B-17's belly turret) with at least dual Ma Deuces to replace the twelve quadruple autocannons on the extrusions' corners for their ability to shoot downward, maybe use dual autocannons instead of fifty cals if you think you need the twelve positions for anti-air work as well, but use ball turrets all the same.

those arent 88s on top, they are 128s, 8 of them.
it's the rebar which is expensive, the flakturns had/have several layers of it per meter of depth, Allies tried blowing one off after the war but couldn't muster enough explosives to do much more than expose a bit of rebar here and there & in the end they simply buried it under a literal mountain of dirt.

Probably closer to 20mil. Just look at your average 5 level parking garage. Usually medium/minimum (advertised as highest ratio for stability :D) rebar ratio, not very high, not as intricate with interiors. 9million otd not taking into account land and services.
It's better than all of the ones that just got outright destroyed after the war. Personally I get a giant hard on for re purposed military equipment. If it's not going in museum or staying in service, just do something else with it instead of trying to melt it down or try and pretend history never happened.
