It's primarily a fighter, not a strike fighter. There's no good reason to spend internal volume and fixed mass on air/ground in what's primarily a fighter. They've already tested the land attack only the anti ship is still in CGI. It is also tasked to patrol the air space over a SAM umbrella and defend AWACS.
