At any rate, get a 357 rifle and a 38 handgun and just shoot 38 out of the rifle. As a bonus since it's built to 357 specs, you can easily use handloaded 38 to 357 power levels

I understand your pain. Here in France, rifles in .357 are "easily" accessible but the ammo are a pain in the ass to have - in order to have them you need to own a handgun in .357, which does take some time. However, .44 RM cartridges are easy to get despite being much more powerful. The weird thing is that .44 Special is as hard to get as .357.
To conclude :
-You can buy a rifle in .357 but can't get ammo for it.
-You can buy a rifle in .44 RM and get the ammo, but for a mysterious reason you don't have the right to buy .44 Special.
