Looks like it. The Mi-26 has "Vertical-T" written on the side. That's a Russian air freight company from Tver. During the Obama administration a contractor pilot from Vertical-T named Valeriy Likhachev used a Mi-26 to transport a CH-47 that made an emergency landing in Kandahar. I would assume this is a photo of that.
