The real answer is Russia is perfectly passable. The reason nobody can agree on Russias effectiveness is the wide discrepancy between units. Many regular army conscript units are poorly equipped mobs, while units in the VDV, special forces, or security, or even motor rifle divisions stationed closer to centers of power are far more disciplined and capable.
The Russian missions in Ukraine and Syria prove their competence and political savvy, quickly capitalizing on situations to their advantage and frustrating more reluctant to intervene western powers weary from the war on terror. Their navy is capable of tangling with anyone who isnt the US, GBR, or FRA, (read 99% of the world), their air force is comparable to the bulk of the US air force as F22s and F35s make up a minority, and their air defense systems are admirable.
Head to head world war 3 scenarios are so passe, on the modern battlefield where flexible units in close coordination with intelligence try to fulfill political objectives, Russia has proven to be in the same weight class as most western powers, despite their economic disadvantage.
While you're laughing at the goofy propaganda programs designed to rally the domestic populace, Russia is balls deep in Syria and Ukraine pursuing long term geopolitical goals. Could they go to to toe with the full might of the US? Probably not. Would it be easy for the US? Probably not. But that is largely irrelevant. Also it isnt 1995 anymore, while still not as prosperous as most western nations Russia is not in shambles and every year manages to claw ahead a little more. They're investing obscene amounts of money into domestic innovation and production and are poised to become largely independent of western systems of economic control in the coming decades.

the real answer is that the USN has more aircraft than the russian air force and being able to annex crimea with tanks vs a force with little to no tanks and even less anti armor equipment is not at all indicative of any improvement in russian military strength. I mean if we're just basing it off of "well at least they haven't pulled a grozny 2.0 yet!", then yeah I guess they're in much better shape now but that's not saying much. The Russian Federation is merely a shadow of its former self and will never match the level of readiness achieved by the USSR.

This is funny because it's not completely wrong but in a way that completely opposes the statement you were trying to make. Just for the numbers (all aircraft are air-to-air capable multirole/fighters):

What this tells us is that no, the F-35 and F-22 aren't the bulk of the USAF, but even without them the USAF is 50% larger than the Russian AF, and therefore has a significant advantage. Not only that, but while the Russian Navy operates a whopping total of around 70 combat aircraft, the USN operates a total of 800, and then there's the Marines that have another 250 aircraft. So no, Russia simply doesn't come anywhere near the USAF, let alone the entire US aircraft capability.
Russia also has a huge ability to compete with some western powers thanks to the massive amount of Soviet equipment they inherited. Russia couldn't just produce 'Soviet numbers' of all equipment. As time goes by and their older equipment is retired, their forces and numbers will constantly diminish and will be very difficult to replace. Their current path isn't bad, since obviously you have to use what you have, but it's not sustainable.
Also, you're severely underestimating the internal issues, as well as the counter-productive measures. Reducing alcoholism isn't too hard because you just increase the standards of living. Just like spending money on innovation can help to some extent, but you can't attract a foreign intellectual elite without good standards of living, let alone retarded levels of repression/religious control/propaganda.
