That's kind of the thing. Unarmed dueling pretty much has been legal, even blood sport of unarmed fighting hit it big time and are legal now. This stuff has been legal for a long time. People just chose not to do it in an arranged way that doesn't lead to legal repercussions.

It's technically legal in colgate land, but injuring or murdering someone will obviously be punished. Make an exception for murder or attempts of murder for dueling on provisioned dueling grounds and then you would not have a problem
