I just watched it and all I could think about was how different reality is.
It wasn't as strong as the first but I don't think it's Blunt's absence. I think it's just a poorly crafted story. There's basically no ending. None of the characters have complete arcs. It's just a series of things that happened without any overarching narrative tying it together.

liked it more then the first one, which is funny cause I thought Id hate it. The worn down father figure escorting a child cliche has been done, but not only focusing on that and giving the spooks from the first one, and the cartel kid an equally interesting plot balanced it out emilys character was supposed to be shit, they needed an FBI agent to operate on US soil and she didnt have the stomach for it. Another cliche character but the story they were going for needed it. You can read it two ways.
1) The FBI girl and guy are the moral anchors of the story. What the CIA/DoD/Alejandro are doing is unethical and wrong. Traditional law enforcement norms should be used to combat the cartel, not extrajudicial killing and covert military action.
2) The FBI girl and guy represent a general social naivete about how the world operates. Underneath the intricate and complex system of law we've constructed, the truth is that power and its application, through violence, is the ultimate authority. If you bind yourself in rules made for a civilized world against an enemy who is neither civilized nor constrained by any moral framework, you are putting yourself at a disadvantage for no reason.
Most people on Jow Forums will likely fall into the second category, but there are a great deal of people who would fall into the first and really do think that while Alejandro is a badass, that he and Matt are wrong for handling the cartel the way they do.
