IIRC its one of the worst proposed means of imposing GDPR but i don't exactly follow europoor data regs closely. What's important is the end effect, the whole thing makes the DMCA look like a joke. Posting memes would literally be illegal, and it puts ridiculous constraints on website to insure their data doesn't violate the loosest interpretations of copyright law. Fair use and Satire are made up terms as far as they're concerned. It's so bad that most major websites will likely just block users from the EU instead of dealing with it. Should be interesting seeing how the europarliament reacts to the back lash.

The two important parts is that it places a burden of data filtering on all sites so that no one can upload copywritten material. Note that this isn't a takedown system, it's a preemptive filter system. Only the largest tech companies could hope to automate this.
The second part is a "link tax", where any link or embedded view will require the linking site to pay the originating site for the privilege.

I summary some stock photo company cried because people like me used their stock photos without asking.
So they introduced a legislation which will require websites to have an upload filter preventing me from posting based harold ever again.
HOWEVER, this rule only applies for european sites, and the servers which are in the EU, so what's going to happen:
1) Lawyers start suing people because they're leeches and love money
2) People will close some privately owned websites because [random stock photo owner] has a patent on the color red and these tiny companies also used red pixels thus violating their copyright
3) Big companies wise up and move their servers to non-EU ground (swizerland) and will ceise to pay taxes to euro countries all together
4) People will keep using mostly american owned services and breaking copyright law as often as ever.
