Sure a rifle is nice, but how much do you think you're going to need it.
If you really want a rifle, I recommend a bolt action. Reliable and come in common rounds
As for shotgun, they are are pretty much the same but get a quality one. I like double barrels because less parts but you may be different

Think about all the situations. Things like SHTF, hunting, home defense ect.
A 12 ga can have many different types of shot, you want range load a slug, you want mid range load 00 you get it.
With a rifle you're kinda limited on what you can shoot. Plus you have to be kinda accurate, with shotguns you have to close
Keep in mind that a decent over-under or side-by-side is gonna be much more expensive than a pump. This is because, generally speaking, the market is quite different. Double barrels are marketed toward more "classy" individuals, and as such, a lot more hand-fitting and care is put into those things.

Yeah they are cool but kinda useless. Most are limited to short shells. You really can't hunt with it if you had to.
Don't forget you can put two different chokes on a double barrel, so you can have a very tight choke and then a wider one, or maybe only choke one barrel so you can shot shot out of one and slugs out of the other.

Put a basic AR-15 together. A PSA upper on a good quality lower of your choice is a good place to start. You can swap parts out or add new parts later on if you so desire and you'll have a good rifle for a variety of purposes.
My advice is for you to save your money. You can't get anything good for $500, and at your age, you need to be saving for a down payment on a car.
