Realistically you do it by turning the population against the government. Depending on how nihilistic you want to get, that generally involves devolving the situation to the point that people have no choice but to fight.

Ethiopia was a great example of this - the country deteriorated to the point that the military budget was 25% of the GDP, famine was wracking the country, and the economy had collapsed to the point that the only sure way to regular food and shelter was to join whatever armed group happened to control your area, be it government or rebel.

In this scenario, you've got the benefit of having a government supposedly dumb enough to nuke domestic enemies, which absolutely is going to turn people against the government. Here, the US has a similar situation to Ethiopia in that it's got a bunch of diverse regional cultures that, when shit hits the fan, are probably going to be more loyal to themselves than any national government. Nuking a city probably wouldn't happen, as that's probably where the leaders' interests are going to lie. But a nuke in a rural area is going to aggravate a population that already feels alienated by city-dominated governments, and that means a loss of support in strategically important farming regions. Given that you've also got vast swathes of rural areas between most strategically important cities and bases, the government would also run into a problem of protecting assets from isolation or interdiction outside of the densely populated coastal regions.

Keep in mind, though, you as an individual are most likely fucked in this scenario. Even successful insurgencies like Ethiopia just mean massive casualties on the government side instead of just the rebels as is the norm. You might be lucky enough to survive through the devastation of war and be left trying to pick up the pieces when it's finally over.
