You can shoot light 308 bullets faster than light 5.56 bullets and heavy 308 bullets faster than heavy 5.56 bullets. A 308 will always be more than twice as powerful at the muzzle and even greater at range since 308 projectiles are more aerodynamic

Your statement is entirely dependant on bullet selection. There are varmint slugs for the .30 and .223 that will expand violently and barely penetrate. There are solids that will ice pick. There are standard HP or SP that will expand roughly 2-3 times their initial diameter and penetrate fully on deer and in the case of the 30's elk and moose.
