no. "only exists so its technically a shotgun" because in soviet russia, you serve the state. More precisely, in Russia you can only own rifled firearms after owning smoothbore firearms for 5+ years (I think its 5?). Since the average Ivan likes legal loopholes just as much as everyone else, to sorta get around this they take AKs, drill the bore out to .36 cal so its smooth, and call them ".366TKM shotguns".

Well, "rifling". It's Lancaster rifling, not polygonal, but an oval. It makes bullet fly better than out of smoothbore, but worse than out of normal rifle.
