Mostly because the AK's they have are ancient AKM's or '74s and figure it'd be easier to just get a new gun that's more modular then trying to order the 15th flavor of AK-74.

Killing a dictator is often pointless unless there is a clear and defined plan to fill the power vacume where the government power structure is on board. Think of Saddam, think lybia, and most famous of all think of Julius Caesar.
Killing a dictator without such a plan is begging for a bloody civil war. The best way to kill one therefore is with the approval of the existing power structure.
