True, but given the size of the two ex-helicarriers they can't really hold more than a squadron, maybe a squadron and a half. Fighter jets needs more "breathing room" compared to helicopters. Cram too many aircraft on the boat and accident rates skyrocket, plus wear and tear on the boat's facilities. It's why US carriers routinely run with around half their full wartime complement.

Currently the plan is for 147 F-35s (making it the largest foreign user of F-35s, beating out the UK). They need these in order to replace their aging F-15s. About hundred of them will be F-35As, the rest will be F-35Bs.
The excess F-35Bs will apparently be used for distributed defense among all the tiny little islands Japan has.

Nukes are politically impossible for Japan, if even a STOVL carrier is controversial. Besides, China has refrained from developing a strategic nuclear capability comparable to the USA or Russia or even a significant tactical nuclear capability. If Japan were to start a nuclear arms race with China the end result would be a China with a lot more nuclear weapons both tactical and strategic. Japan's current situation where it has both an indigenous nuclear breakout capability and close relationship with the USA, who could theoretically provide nuclear weapons compatible with their F-35s under something similar to the NATO nuclear sharing agreement is probably the best situation. Focusing their limited budget on conventional deterrence is the best thing Japan can do.
