Silo-Launched ICBMs can't, to my knowledge, be fired at targets within a certain range. The warheads (or warhead buses) require a ballistic arc that limits their targeting options. There's a maximum and minimum range. If something nuclear was used domestically, it would be SLBMs launched from SSBNs off the coasts or dropped by aircraft. I don't think the land-based ICBM force would even really come into play.
