There are additional "levels" to the NSA which are restricted on a need to know basis. Entire departments which serve a dual role, administrators who have multiple jobs in the NSA and only have to go by their official title.

There's no telling how deep this swamp goes but this does take place. Its not alex jones tier, Need To Know basis has some serious teeth. It can apply to information, operations, and even people.

People usually think of CIA when they think of ops but the NSA has been around since the 1930s and until the wiretapping shit people rarely, ever, thought or heard of the NSA. Consider the number of movies that have been made involving CIA agents or the CIA in their plot, compared to how many have mentioned the NSA.
