no, as it reads 100% receivers will not be recorded with the state. However it wouldn't surprise me if a lot of FFLs treated them as rifles.

It'll basically work like how pistols do now. When you buy a pistol the city also does a background check, and sends a copy to the state. Now rifles will go through the same process, and that database will be monitored, so if you were charged with a crime that bars firearms ownership they'll come knocking
