To keep the MiG and Sukhoi plants open. The same reason why T72, T64 and T80 were all in production at the same time.

during the late 70s the t-55, t-64 t-72 and t-80 were all being manufactured in soviet factories
the t-55 was for export
t-72 was the main line of mbt which equipped most infantry and tank regiments
t-64 was the older high tech revolutionary design which equiped the best units, was still capable but the design had little room for improvement
t-80 was the high end product for tank regiments but very expensive while not offering that much of a capability boost. t-72B was pretty much better that t-80 until t-80U appeared (even it didn't really justify the much build and operating higher cost)

Absolutely irrelevant to the intended role. Su-17M4 had fixed inlet cone which has limited its maximum speed to Mach 1.7 because Soviets realized it's pointless. In later versions (M5 and M6) that were in development during the late 80s and early 90s it was planned to completely ditch variable geometry wing in favour of better subsonic performance. Same story with Su-24: it used to have speed and altitude performance similar to F-111, but its variable intakes were then removed because it was completely useless in its role of low altitude attack and SEAD aircraft.

Because design bureaus had plenty of political influence to push their respective projects. T-72 doesn't really belong to this list though and they only produced T-64 together with T-80 for a decade or so. T-80UD was developed specifically to allow T-80 production at the local plant without developing a new tank and without wasting money introducing GTD-1000/1250 production there. Having 5 main battle tanks in service was not a consensual decision, but rather a result of politicians not being able or not willing to resolve design bureaus' shenanigans. Soviets eventually developed their ultimate MBT called Object 187 to resolve this problem, but it never saw service due to the end of the Cold War and economical crisis in Russia. Its turret was used for T-90A though.

One is a fighter, another is interceptor. Su-9 was replaced in service by Su-15 and MiG-25. MiG-21 was succeeded by MiG-23.

It was indeed more complicated to operate and maintain compared to MiG-21, but this doesn't make it a bad aircraft, since characteristics were enhanced too. It had its share of infancy problems which were eventually resolved.
