seriously, the Boy Scouts, Apple Seed and Civilian Marksmanship Program should roll into one and become a new model Civil Defense program that trains people how to use guns, prep for disasters and how to render aid in a disaster and help in search and rescue. maybe throw in some minor first aid and fire fighting skills so Civil Defense Militia members can "volunteer" at hospitals fire and ranger stations to have something to do during down time.

Just have the mandatory service be a year and really it's main purpose is to encourage national cultural unity and will reduce gun violence and accidents because everyone will have at least basic training in firearm saftey and marksmanship to get rid of the forbidden mystery of guns to young people, when it's a responsibility to clean, lock up and get at least expert level ratings.

They would check up on people after the storm has passed to see if everyone is okay and help call for emergency workers. Even in non disasters they can just basically be community workers and help set up town events and clean up after them.

However, the main purpose is that they are trained to be self sufficient and thus a family can take care of themselves until more help arrives and dramatically reduce the stress on professional disaster relief.
