I don't know if this would be the perfect match, but if you can find a Trapdoor pistol (not convert a rifle because SBR), it would be the next best thing. Or find a good gunsmith that can convert a Dixie Gun Works pistol kit to Fire cowboy ammo.

BP stuff is easily available, and not tremendously expensive when you look at it with respect to the time it takes to use it. 50 rounds of 9mm takes less than 3 minutes to shoot. If you are just messing around it’ll take you an hour to shoot 50 rounds of BP

You just take the primer out of the 9mm cartridge, and slide the cartridge down the barrel seated ontop of a little bit of black powder, then prime the pam, and you're now able to fire 9mm out of a muzzle loader. Alternatively you can just drill a port at the very back of the gun to load it from behind. This is baby level gunsmithing.
