In a day where a $350 Ruger America or Savage Axis can be MOA out of the box and folks ring 1,000 steel with middle shelf scopes, are we in a golden era?

In the sense that modern manufacturing methods have enabled highly accurate rifles right out of the box for essentially one paycheck, yes.

This, you can buy a rifle in a major calibre that shoots sub MOA and a scope combo that's good to like half a mile for 1-2 weeks pay.

Pretty much. Just bought a Browning X-Bolt in 6.5 Creedmoor and threw a Vortex Viper HS 4-16x44. Plan on using it for hunting, but I'll try to reach out to 1,000 yards with it.

What caliber?

You'll be fine with 300 win mag for bear. You could trust it to take a grizzly if you had to, like if you were hunting moose and happened upon one and needed it for defense in a pinch. It can safely take a brown or black bear.
