The TV 'license' isn't the same as a driving license or a gun license, you don't take a test and it can't be denied. It's not even mandatory as long as you don't watch live TV. It's just a way of funding public service television without it needing to be subsidised by people that don't watch it (i.e. those without the ability to recieve it).
