After Russia's ONLY facility capable of servicing it's large ships caught fire and sank the russians have been forced to get China to fix the 200ft hole left in Kusnetzovs deck in exchange for military technology.
Without China Russia has no way to repair Kuznetzov or complete maintenance to Kirov or Slava. The Russians do no even have docks big enough for their existing ships. my sides are in orbit.

I think it was determined that one in the Black Sea wasnt good enough for Kuznetsov. There's another one coming onlone in 2020 but it was meant for Rosneft's oil tankers, not military ships. The other issue is that there are plenty of ships waiting their turn for modernization and repairs.

That's pretty much their real focus of their current efforts, but the old Kuznetsov has some prestige value among some of the big shots. In any case, the Kuznetsov was not designed for power projection. It was designed to offer air protection to the rest of the fleet.
