Why when every other nation defeats another nation in war, they always cuck the losing nation and take some sort of petty revenge against the loser (Treaty of Versailles), but when the USA defeats a country, there's a massive effort to make the loser as rich and prosperous as possible?

Germany and Japan both had their industries left intact after WW2. The companies making their war materials were state funded and couldn't really be touched post war outside a change of their goods, hence why after WW2, Volkswagen went right back to making cars without missing a beat and Mitsubishi went back to making generic ships and oil rigs while in places like Britain and France, dozens of companies were left insolvent because there was no need for their expertise anymore. Couple this with countries demanding resources over cash, since rebuilding with Marks or yen after WW2 wouldn't have amounted to shit so Germany was expected to ship thousands of tonnes of vehicles and such while their limitations on a military meant the UK and France had to provide THEM with military servicemen at their own expense to prevent Stalin from pressing his luck, which was the same as Stalin moving large amounts of USSR troops and materials to West Germany for the exact same reason. This allowed Germany to focus entirely on rebuilding and outpace other nations. If they'd been forced to throw billions in dollars at some non-conflict like the Cold War was, there'd be a big difference in their economic landscape. Japan is the same way and relying on the US fleet for protection. When you can have another country provide you something you'd normally spend 3-6% of your economy on, it lets you spend that 3-6% on outperforming your opposition.
Can't talk about South Korea but those are the only 3 examples where the US fought someone and they were better off after but entirely because they were able to spend defence funding elsewhere. The rest of your opponents are worse off today or you can't attribute their success to the US. e.g. Iraq, Afghanistan, Libya, North Korea, Vietnam, Columbia, Mexico etc etc.
Because once you've subdued your enemy, you've accomplished your mission. Kicking them while they're down gives them grievances to rise up against you, and therefore continuing the cycle of war.

Germany should have been broken up ( or to put it another way Saxony and Barvaria liberated) as should have Italy. Nothing good came from the Bismarck era or the war of Italian unification. The great disaster was the Prussian defeat of Austria.

It was not success. The real solution was to in so much as possible destoy Prussia and liberate the other German states. The treaty was misdirected in that it failed to recognise that the Prussian annexation of other Germanic states was in itself the problem and that Prussia was the heart of the problem being welded to militarist expansionism and had placed this ideology at the heart of the creation of the Prussian imperil state. .
