Not him, but there are many suppressed revolvers out there. Most of them are one-offs though and get really funky. The Nagant is inherently easier to suppress as it forms a gas seal with the brass.

You're mostly right on the second part, the cylinder is pushed forward forming said seal when cocked. He's just being a pedant.
