There will be deflection if force is applied regardless of whether the handguard is part of a monolithic receiver. Deflection of the handguard is based less on how it is attached and more on the structural integrity of the handguard itself. In this case I would actually probably be fine putting the front sight on the handguard since it is a thick quad rail.
You generally would not want to put pressure on the barrel when shooting, since it would cause the barrel itself to deflect, so having the iron sight on the barrel is more reliable except in POI shift from the barrel heating up.

Also, as far as I can tell it isn't actually monolithic. Ruger used some weird sort of roll pin method to make sure the handguard is permanently attached to the upper.

Again, no. The ATF has the right to do this under Chevron as long as the interpretation is "reasonable" and congress has not directly spoken to the issue. That is what the holding of Chevron states. Trump has the right to declare what the ATF can regulatue through EO, that is part of the reason administrative agencies exist. Congress has not directly spoken to the issue, so where does the ATF get its guidance from? Their boss, aka Trump. FFS this is basic civics.
