Militaries not using lever actions was more because the technology was more or less localized to the United States as it emerged.
In the case of the U.S. military, we adopted the spencer carbine, which was a kind of shitty lever action, and then the single-shot trap door springfield because ???. Apparently those were the days when ammo economy on the frontier was a large concern, so the Henry/Winchester's capability for a much greater rate of fire was passed over.

And it seems you're right about levers being able to handle modern pressure, but this just makes me more confused about why the U.S. went to much slower bolt guns instead.

The trap door springfield was selected because it could be made out of existing muzzle loaders in inventory. The decision not to use lever guns was mostly about cost. The next step was bolt actions because the technology was mature enough and showed more promise than lever actions. Othias made a good video explaining why.

Uhh, the Easter Rising didn't succeed, so I'm not sure why you're bringing that up. But they had plenty of guns and ammunition, because expectation vs. reality meant that they planned for ten times as many people joining them than what actually happened.

And yes, they did go up against WW1 soldiers. Those soldiers were even ordered to bayonet charge a fortified position, which worked about as well as it did in the trenches...
