I was running under the assumption that he had to pay for registration of NRs. Although you're right that you have to shell out some extra shekels for Loi9.

You're still going to end up paying more money for the classes to have your (R)PAL anyway.

It still works as a deterrent. I know people in Quebec who don't have R's specifically because the government makes it such a PITA.

Loi 9 isn't really a PITA to go through, since you spend a few hours at worst in class and when you're done, they give you a temporary card that works anyway.

Then again, outside of select areas, there isn't really a culture for restricted in Québec.
