I'd disagree with you on the licensing point. Legalize everything, but I don't want some fucker who's never shot a gun before showing up at the range with a FA Mac-10 and spraying everyone because he tried shooting it sideways like a gangster.
As for the people who'll ree about le shadow registry, it's only a problem as long as this country doesn't have a gun culture. Normalize it and get enough people to do their license (like a driver's license), and you'll have loads of people who are licensed but don't own any guns. That, and if the guns themselves aren't registered you always have plausible deniability.
