China only made a railgun for propaganda purposes. The US could've easily one upped them here but they didn't because it is almost 100% likely that China is suffering the same problems the US has of low barrel life and other wear problems. China only just rushed a railgun out onto a ship to show their 'superiority'. Railguns also, while very capable and useful, don't drastically increase the current capabilities of ships for current threats. Area denial weapons are already very wide spread and much longer range than railguns so railguns would be restricted to defense and certain naval bombardment scenarios. Generally what I'm trying to say is that two ships fighting would generally use missiles or other longer range weapons (planes, cruse missiles, etc) before getting into railgun ranges as closer ranges are obviously more dangerous when you have long range capabilities to take out ships before they can. The main benefit of railguns are that they can lower operating costs per shot drastically for similar performance in certain roles. Especially defense of a ship and as I said before naval bombardment. However, these are very specific roles that are already being carried out by other things, so the rest of the world can chill. Chinks need to die.
