Here in Belgistan for instance you have to be an active IPSC shooter (or equivalent) to qualify.
A sportshooting license is not sufficient in itself.

it's not an issue of finding an approved range, it's an issue about you not really owning shit you buy since you'll get them confiscated the moment you fail to renew your subscription, and that's not even counting the fact CONI hasn't even defined the classification of "sports shooter" yet, so we don't know if being subscribed to a range will be enough to keep your scary funs

Also if you're a sports shooter, your "need" for a gun will get checked regularly. Say, if you're letting your gun sit too long because you've been too busy with your life, your own gun you probably spent a few grand for with all accessories and storage safe, gets taken away without compensation.
