AR15 is an excellent starting point, Palmetto State Armory has dirt cheap ones that you can get a feel for shooting with. Ammo is pretty cheap too.
X2 for a PSA AR. Just don't buy every eBay or Amazon piece of Chinese airsoft garbage to attach to it. ARs are now cheaper than Mosins or an SKS
Disagree, ebay can be great for simple stuff like tacticool forward grips, simple irons, etc. Don't expect things like red dots/etc optics to last or hold zero well. Should be serviceable for close range practice though.
Missed the word "every" in there. Still, make your shit as tacticool as you want to get you interested in the gun, but most people find as you keep shooting you phase that sort of stuff out and move towards more basic setups.
Ruger mini-14 lower recoil that lends itself to beginners, easy maintenance, enough power to do pretty much anything you need short of big game hunting.
Make sure to purchase M193 Ball from CBC if you wanted to fuck shit up for .31 cents a round

Why the "powerful caliber" stipulation. If you don't have any other firearms, and you aren't rich, the first firearm you should purchase should be a .22LR. "Powerful calibers" are fucking expensive to shoot, and don't give any benefit when shooting targets. Buy a 10/22 first like everyone else, because semi-auto 22's are the most fun you can have with a firearm with the least investment. If you don't feel like ricing your gun and have a bit more to spend, I'd recommend a t/cr22, it's a 10/22 with lot of common improvements out of the box. Go look at various ammo costs, and consider carefully. If you absolutely insist of something "powerful" just go for an AR, the popularity of 5.56 makes it cheap enough to shoot a reasonable amount and it's powerful enough to do most anything assuming your state doesn't have retarded laws.

Ruger AR556, or PSA are going to be the best options at that price range.
If you're willing to buy an upper/kit from PSA and put it on a locally sourced lower, you can save a ton of money.

I cheaped out and got stuck with a piece of shit ar15 that now sits around and does nothing but collect dust because it's not even worth selling
I'd recommend a good $1000 AR15 like a Colt or maybe go for something like a Ruger Mini14
Get something that will both last and be worth keeping long term, it's no good cheaping out on your first gun
