my shooting buddy has one and they're great rifles. depends what you'll be shooting if you use it for hunting and how often you want to shoot targets but .308 is probably your best bet.

Not bad. I paid $350 for one last year. I doubt you'll see them get any cheaper than $300 ever again.
Your best bet will be to religiously check your LGS/online sites. You'll be looking at ~$800 or more before tax+shipping for an SVT.
You'll honestly have better luck buying off some random boomer and it's going to be cheaper, but I can understand the aversion to random private sales.

First handgun recommendations? Mailing out my RPAL application in the next couple days and have started looking at handfuns. Preferably on the cheaper end, I want to get a vz. 58 so the handgun budget isn't the highest.
So far I've considered the Beretta 92s and FN FNS-9 (Tendies has them cheap rn), and Jericho 941, and would probably either go with the 941 if I can find a full-size steel framed one or the FNS.
