The Russians have a very tiered military with some units being much better than others. Hell even some battalions in a division are better than others.

But they really do seem to be too poor and are not willing to put effort into fighting corruption hard enough to get all their 72s converted to 90s in a quick time frame.

T-90s isnt significantly better then late model uppgraded T-72s. The T-80 is just different, and works better in cold climates. The T-14 isnt produced in any numbers yet

If you have a shitload of tanks, it makes perfect sense to keep them instead of building something that is magrinally better.

Slavs rely heavily on rail transport for their armor, they have an extensive rail system all across their nation, especially in the east. Which is where the majority of their tanks are stored. The Armata is easily rail transported. Their trucks do transport their lighter tanks but most of the time they drive them. Which is why they have a lot of recovery vehicles and their tanks carry logs for getting stuck in mud.

A T-90 costs at least thrice as much while not providing enough advantages to make it worthwhile. I should also mention that the T-72B3 and T-80BVM upgrade programs are part of the national mobilization effort. Something like couple hundreds of tanks can be reactivated and upgraded per month instead of a couple dozen for new builds. I dont think anyone but the US has anything similar.

The Russians are rewriting military transportation standards while they are in the middle of an infrastructue revamp. For military railways they orderes around 30k railcars meant for much larger vehicles.

Because Russian doctrine relies heavily on the tank charge and numbers is important for that. They already have thousands of those older tanks built and ready to go with logistics and repairs prepared. Why retire it? The gun still works and if the enemy hits a T-80, that's just one less T-90 that got hit.

The first T-90 version (without the T-90A's welded turret) was originally called T-72BU, but they decided to rename it to increase its appeal to customers making it seem like a newer tank.

The T-90 is a newly built T-72 hull with a completely new turret, ergo it still retains all the flaws the T-72 hull has.
T-72B3 is very close in terms of performance, yet because you reuse scrap tanks instead of building everything new, it's a lot cheaper, so it makes a lot of sense for the Ruskies to upgrade the 72s they can and canibalize for parts those that they can't upgrade. A win-win if you're short on Rubles and need to retain a large tank force.
