Pansarvärnspjästerrängbil 9031, often abbreviated Pvpjtgbil 9031.
The name means anti-armor-gun-terrain(offroad)-car.
It's a specialized version of a little 4x4 with a 2 liter engine made by Volvo, there were a ton of different models for specific roles, all of them were generally called "Valp" which means puppy.
A small all purpose off road car equivalent to the US jeeps, the common all purpose variant is called Personterrängbil 903.
This particular anti-armor model doesn't have an enclosed cabin as most others do.

The original Valp was soon deemed too small and underpowered and was replaced/supplemented by the Volvo Tgb 11 and 13 series of vehicles which are significantly more capable and are still in widespread service.

Most modern equivalents aren't really equivalent since the newer vehicles have armor and are generally much heavier, but I guess the US HMMWV is pretty similar, although the HMMWV is much wider and has difficulty in heavily wooded areas.

The TBG11 and 13 vehicles are no longer used in active combat zones since they're unarmored, instead the South African built BAE Systems RG-32 scout and the Swedish BvS 10 light tracked vehicle are used by the Swedish army as a lighter utility vehicle. And the Finnish-built Patria Pasi, and Patria AMV are used as heavier utility vehicles/APCs.

It essentially is a technical, just one that is state produced.
Basically just a 4x4 light utility vehicle with the roof chopped off and a massive recoilless gun welded to the back.
It's even designed with insurgent/asymmetric tactics in mind.

I guess I can dream of purchasing an old TBG11.
