PIRATE/QWIP is nothing to do with France though.
Thales Optronics involvement is through the UK division which used to be Thorn-EMI/Pilkington Optronics.
It didn't become Thales until 2000
PIRATE was developed by the UK, Spain and Italy. Which is why the Germans government wont fund its installation on their jets.
And IIRC, most of the development of Catherine imager was done by the Dutch division of Thales Optronics.
