Dassaults relations with Indians and HAL went so bad that in the much smaller deal that eventually happened, local maintenance contract was given to company with no history in aviation or military contracts instead of HAL. They rather dealt with company known telecommunications, power generation and Bollywood studio instead of Hindustan Aeronautics Limited.

It was a compromise for the IAF's very tiny budget between HAL Tejas and Rafales. The Indian military likes the Rafales because they've used them in wars before and wanted to buy them to up their squadrons to the 42 target, but the enormous sunk cost, both military and politicial, by the government-military-complex made them by split for the acquisitions budgets for some Tejas. This was so HAL and DRDO were not hopelessly embarrassed that their decades long, cost overrun project was not a complete and utter waste.

Deal was for 18 Rafale bought directly from France in flyaway condition and 108 manufactured by HAL but since last gov only good at wasting time current gov instead forced to cancel MMRCA to get out of the mess, buy directly 36 Rafale for IAF since they already down to 30/42 squadrons and launch new make in India for rest of Rafales.

I guess they simply need attrition replacements for their MiG's and HAL Tejas schedule is mess like it has always been. They also need those replacements sooner than normal import or license assembly deals usually take with Indian bureaucracy. It took them more than 20 years to get BAE Hawk into servic, for Rafale it took like 18 years. In most other countries similar deals usually take less than 5 years inking the deal to initial deliveries. Indias domestic projects like HAL Tejas and HAL Sitara trainer are defy all logic and time-space continuum.

They need a dependable multi-role fighter with decent arsenal of PGM's and they don't want to rely on Russia as sole supplier. SU-30 doesn't have as wide variety of air-to-surface armament. Basically history repeating itself, their generally they have used their western aircraft in strike roles involving PGM's and Soviet/Russian planes in air to air and unguided strike roles.

It is 20 years into future. Permanently.

Rafale is good, F16 is good, Tejas is bad.

The f-16 was originally an Indian design you know, ancient pictures on temples india clearly show the design and blueprints for an F16.
In the 1960s John Boyd who was kind of a hippie, travelled to India and saw these drawings on the temple walls. He copied them and the equations next to them and took them back to the states, bbut not before smashing the walls so nobody would know. It's only recently Indian scientists were able to rebuild the wall carvings and discover this.
Indians also invented computers in about 4000BC.

Conformal tanks, as in they conform to the aerodynamic shape of the aircraft. Naked F-16's have limited range without the extra fuel.

For true corruption you have to see India, which has made like 4-5 purchases of new fighter planes, all of them garbage.

They can be removed with effort from the maintenance team. Usually they remain in place. Drop tanks have the advantage that you can loose them and clean up all the extra drag. Conformal tanks produce less overall drag but they can't be dropped in flight.

I'm not well versed in the F-16 in particular, but you can clearly see a seam between the tank and the plane's hull so I would guess that they're add-ons.

I like them, I think they give the F-16 a bulked up ready to brawl look.

Removable, but mounting and removing 'em is bit more complicated than with regular droptanks. Especially ones that have refueling probe for probe and drogue fueling as it usually only way for aerial refueling on those planes.

Contract carpeting and post retirement career stuff for staff officers or high ranking ministry of defense bureaucrats and other forms of kickbacks like campaign donations to political parties are corruption, only slightly more legal and subtle form of corruption than open bribery common to 3rd world countries. In case of India their fuckups isn't caused by corruption, but their fucked up bureaucratic culture and political culture. Often to the detriment of Indian armed forces. Basically buying artillery pieces was off limits for couple decades for India due to fallout of Bofors scandal that was triggered by Swedish reporters.

Also Lockheed in particular has bad reputation for corruption from 60's and 70's. Virtually every F-104 sale that wasn't made at expense of US tax payers involved major kickbacks. Lot of staff officers committed career suicides by opposing selection of F-104. Including the most successful fighter pilot in history. Final episode is probably the sale of Lockheed TriStars to ANA. That triggered most likely the most recent Kamikaze attack in Japan. A porn actor slammed general aviation plane to Yakuza bosses house in cheerful spirit of Tenno Heika Banzai!

Explain to me how other air forces operated F-104s with no more than average air accidents. Somehow only the Germans managed to crash their 104s all the time. Spain, Italy, Norway, Taiwan and the Netherlands all operated them just fine.

The Germans were using the 104 in a role it was never designed for. The 104 was intended to be a high speed, high altitude interceptor to shoot down nuclear bombers. The krautniggers used it for literally every role you need a jet for, including low-level missions which is what caused the lawn darting.

Lockheed did promise them though, that they could makem work like this with upgrades.
Canada for example also had a 50% loss rate
Spanish no losses were also attributed to extremely strict usage rules.
Belgium lost also roughly 40 out of their 100 and Italy no losses is wrong, they lost roughly 100 of them

German pilots were undertrained and the F-104 requires a good pilot.

Spain virtually only country used it as originally intended, high altitude fair weather interceptor. Spain is only country where its safety record matches contemporaries of F-104. For rest of users it was sold as fighter-bomber suitable for low altitude strike missions. Safety record of F-104 Canada is almost as bad as in Germany, and they didn't have the excuse of having mostly inexperienced air force like Germany. In other countries they ceased to use it as fighter-bomber or did massive modernization on avionics of the plane, Italy for example did gargantuan upgrades on their F-104's. For example Belgium also had Mirage 5's for low altitude strike role. Canada, Norway and Netherlands used F-5 for that. RCAF started using F-104 in early 60's, by late 60's F-5 started replacing those in strike roles.

F-104 is by far the fastest thing ever produced for low altitude flying. No plane in future is likely to beat it. Reasons are probably because it doesn't make any sense to try to beat that record as it comes with rather extreme limitations for frontal cross section and low drag. Things that makes making what would today considered essential for making decent multi-role fighter. Pic related, likely unbreakable speed record being made by former Lockheed company testpilot on plane assembled from begged, borrowed and stolen parts. Plane was lost bit later when he ditched the plane due to landing gear malfunction while preparing for attempt to break MiG-25's zoom climb record for absolute altitude record. Plane was absolute patch work of parts from pretty much every version of F-104, including reaction control system from NASA NF-104 that was used to train X-15 pilots to deal with RCS.

Lockheed lied about the F-104s capabilities and only got the contract by bribing half the German MOD. It wasn't a secret that the F-104 was the wrong plane for what West Germany needed.
