It's going to be very very very VERY rare you get caught using a radio without a license, there is no way to pinpoint where you are without following the signal to where you are.
FCC has a special car they can deploy to scan frequencies they use to drive around to find where the person is, were assuming you are broadcasting to the point of them A. bothering to send a car out B. are in a completely fixed position.
They only really use them for unlicensed radio stations, using a handheld odds of being caught are almost at 0.00%
