That's an impressive shot, but at those ranges it's mainly luck.
Not to say I wouldn't be bragging about making anything close to those, but still.

The answer to your question is who has the most money, so any US SOF unit. DEVGRU, SFOD, the 75th, SF, and SEALs will all be much better than any comparable unit in another country simply because they get to train more and have more combat experience.

well in order to get good at something you've got to practice, right? If you can't practice, you can't get better. So if your country doesn't put much money into special units then they can't get much better. Good realistic training always costs lots of money, especially for SOF units. Hip pocket shit only goes so far.

Of course you can concentrate money into a smaller unit, but then they usually get overshadowed in precedence for training areas and materials by regular soldiers because the commanders aren't familiar with the smaller unit.

The best Special Forces are the ones that people don't know about. If your Special Forces has dozens of "true story" movies and hundreds of books publish by it's members about work they have done, they aren't in the running as being the best. Name a famous person from a Special Forces group, if you can, disqualify that group from the game.

There is no way to determine who the best is, different forces specialize in different areas. Different forces have different missions and success rates. Different forces have different budgets. Not only that bust most SOF train together in some way, meaning they have similar doctrine and training. Like SAS training with Delta and FSK.
Only kids asks "who is the best" because they think its like their favorite beyblade, and thinks its black and white what goes on.
